Checkout retries charge card twice on slow networks

Description

On 3G connections the confirm button fires two POST /charges requests. Two customers reported duplicate charges of $49. Idempotency key appears to be regenerated on retry.

• Reproduced with network throttling at 400kb/s.
• Refunds issued manually for both affected orders.
